How come people aren't showing up with facial recognition?

There is a minimum requirement of at least 2 photos of the same person in order for them to show up in People with Amber's AI-Powered Facial Indexing. This is to prevent too many people from showing up.

The more photos that are uploaded, the more time is required for facial recognition to apply. 

There is also a maximum limit of 200 people/faces.
